Overview:

The Capacity Building and Skill Development in Medical Device Sector Scheme (Earlier known as the Human Resource Development Scheme) is a sub-scheme under the Scheme for Strengthening of Medical Device Industry which aims to address gaps in education and research within the medical device sector. The goal is to ensure high-quality education and training to produce a skilled workforce that can meet the demands of the rapidly evolving medical technology field and foster a research and development ecosystem.

Components:

1. Component A provides financial assistance to Central Government Universities/Institutes for running multi-disciplinary post-graduate courses in medical devices. The objective of these courses is to build infrastructure for education and research in medical devices and to develop a skilled workforce.

  • The courses are designed to train students in areas such as life sciences, biotechnology, basic sciences, medicine, engineering, pharmacology, and other related fields.
  • The Department of Pharmaceuticals will provide up to 75% of the cost of the course, or ₹21 crore, whichever is lower, on a reimbursement basis. The remaining 25% of the cost will be borne by the institute.
  • Institutions must have faculty and teaching facilities for inter-related courses, and provide laboratory experience and clinical immersion for students.
  • The coursework must align with the National Education Policy 2020 and the National Credit Framework.

2. Component B provides financial assistance to Central/State Government Universities/Institutes and private institutions (approved by the National Council of Vocational Education and Training, or NCVET) for running diploma, certificate, and short-term training courses.

  • These courses are for the existing workforce (clinical technicians, regulators) in the medical device industry, as well as students from pharmacology, engineering, technology, and medical backgrounds.
  • The aim is to equip them for the medical device sector and make them compatible with industry needs.
  • Financial support is provided based on the number of students enrolled, with ₹25,000/student/month for diploma courses and ₹10,000/student/month for certificate/skill development programs.
  • All courses should be aligned to the National Credit Framework, and must be affiliated with an awarding body approved by NCVET.
  • Institutions must have strong industry linkages for hands on training
  • Who can Apply?:
  • Component A (post-graduate courses):

    • Government universities/institutions should have faculty members, or the ability to hire necessary experts, to run the proposed teaching program in medical technology.
    • Institutes must have teaching facilities for related courses such as medical science, manufacturing, medical electronics, mechanical/electrical engineering, bioengineering, information technology, and pharmacology.
    • Institutions should be able to provide clinical immersion and apprenticeship opportunities for students.
  • Component B (diploma, certificate, and short-term training courses):

    • Institutes/organizations must have necessary infrastructure for training 20-30 candidates.
    • They must have strong industry connections for hands-on training.
    • Preference will be given to institutes with a proven track record of organizing successful diploma/certificate/graduate/PG courses in the past 5 years, particularly in the pharma-MedTech sector.
    • Courses should cover topics such as medical device testing & design, manufacturing processes, quality assurance, medical device regulation, and IP regulations.
    • Courses must be affiliated with a relevant awarding body approved by NCVET, and must comply with National Education Policy 2020 guidelines and the National Credit Framework

    Interested institutions/agencies/organizations should submit the proposal to Life Sciences Sector Skill Development Council (LSSSDC), PMA of Department of Pharmaceuticals for the Scheme via online Application in prescribed format before 11:59 PM 31st January 2025.
