Human Resource Development (HRD) Scheme for Medical Devices Sector is the flagship scheme of the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers implemented by Life Sciences Sector Skill Development Council (LSSSDC). The main objective of the scheme is:
To bridge existing gaps in education and research within the Medical Device sector.
It aims to ensure quality teaching, training, and the promotion of excellence in Medical Technology education.
Generating a critical mass of trained human resources to meet the demands of rapidly innovating multidisciplinary areas in Medical Technology.
Additionally, the scheme seeks to create a Research & Development (R&D) ecosystem for the sector.
The scheme is expected to educate/ train around 5,400 students over a period of 3 years which will help in bridging the gap between industry and academia, provide skilled workforce to the industry and help in developing research & development ecosystem for medical device sector. The scheme aims to fulfill the objectives of the Medical Device Policy, which include reaching a $50 billion market size by 2030 and reducing India's dependence on imported high-end medical devices. The scheme aims to develop a specialized and skilled workforce tailored to the requirements of the medical device sector. The Scheme shall be implemented in two Components.
Component A: This Component is to support Multi-disciplinary Post-Graduate courses ((M.Sc./M.Tech./ PG-Diploma) in Advanced/ Emerging areas of Medical device Sector.
Component B: This Component is to support Capacity Development Programs for Students (NCVET approved 2 years Diploma courses) for Medical Devices Sector focused on Design, Production, Quality, Engineering and Testing. This component shall also support funding for Capacity Development Programs for Existing Workforce (Technicians, Regulators) (NCVET approved Diploma/ Certificate and Short-Term Training courses) for Medical Devices Sector focused on Design, Production, Quality, Engineering and Testing as well as Technicians working in Clinical Establishments like hospitals and other healthcare facilities.
The scheme has two components as below:
Courses under Component A shall be Multi-disciplinary Post-Graduate courses ((M.Sc./M.Tech./ PG-Diploma) in Advanced/ Emerging areas of Medical device Sector in compliance to NEP 2020 and NHEQF. These courses are are expected to benefit candidates of Indian nationality who are either Under Graduates.
Courses under Component B, shall be, NCVET approved Diploma/ Certificate Courses for Medical Devices Sector offered by Affiliated Training Centers of NCVET approved Vocation Awarding Bodies in Medical Device Sector. These courses should focus on R&D, Manufacturing and Quality skills for Industrial Technicians as well as Technicians in Healthcare facilities (which are not covered under courses for Paramedical Technicians being run by Healthcare Sector Skill Council and Central Council for Allied and Health care professionals).
Initiative shall consider the policy level synergy on integration of vocational education with general education as envisioned in the ‘National Education Policy 2020’.
Central Govt. Institute/University/ Research Institute having facilities in either one or more disciplines identified in the focus areas of the scheme (Medical Devices) with proven track record of conducting teaching/ training programs in Medical Technology, Bio medical engineering, biotechnology and related discipline
The program implementing University/ Institute/ Research Institute should have requisite networking and linkages with other academic, industrial and research institutions to take advantage of existing expertise.
The institution should be eligible for receiving Government funds/grants. Evidence of successful (technical and financial) implementation of minimum two projects funded by any Government agency.
The Financial Assistance shall be offered as per terms listed below:
Each batch will Enroll 30 students, and the support will cover maximum up to 75% of the course costs or Rs. 19 crores, whichever is lower, reimbursed upon completion.
Maximum Up to Rs. 15 crores (limiting to 75% of the total cost) will be earmarked for non-recurring expenses such as infrastructure, lab equipment, and machinery. And maximum upto Rs. 4 crores will be allocated for recurring expenses including salary, wages, and consumables.
The remaining 25% of the course costs will be the borne by the institute/ students.
Faculty support will be extended for up to 2+1 years on a reimbursement basis to universities and institutes offering these courses.
Continued faculty support beyond the scheme's duration will necessitate a written commitment from the institute to sustain these positions using their own resources.
Applicants for Component B, shall be, Central Government Institutes/State Government Institute/ Private Institute/ Industrial Training Institute approved as Affiliated Skill Development Center of a NCVET approved Awarding Body for NCVET approved Course for Medical Devices Sector and having facilities in either one or more disciplines identified in the focus areas of the scheme (Medical Devices) with proven track record of conducting skill development programs for Medical Devices Sector.
Applicants registration as Training Partner and Training Centre on Skill India Digital Hub is a mandatory requirement in line to guidelines of NCVET.
Preference shall be given to Central Government Institutions.
The financial assistance shall be provided as per terms listed below:
Each batch will Enroll maximum 20 students.
Permissible reimbursement up to Rs. 25,000 per month per student shall be provided for NCVET approved diploma courses in Medical Devices Sector.
Permissible reimbursement up to Rs. 10,000 per month per student shall be provided for NCVET approved Certificate/ Short Term Training courses in Medical Devices Sector.
Beneficiaries for the programs shall either be technicians/regulators in the medical device industry for in-situ training or shall be students from pharmacology, engineering, technology, and medical backgrounds aspiring to enter the medical device sector.

Interested institutions/agencies/organizations should submit the proposal to Life Sciences Sector Skill Development Council (LSSSDC), PMA of Department of Pharmaceuticals for the Scheme via online Application in prescribed format before 11:59 PM 7 August, 2024.
