Ministry of Skill Development and Entrepreneurship

For the first time in 68 years of India’s independence, a Ministry for Skill Development & Entrepreneurship (MSDE) has been formed to focus on enhancing employability of the youth through skill development.

 

The Ministry of Skill Development and Entrepreneurship is responsible for co-ordination of all skill development efforts across the country, removal of disconnect between demand and supply of skilled manpower, building the vocational and technical training framework, skill up-gradation, building of new skills, and innovative thinking not only for existing jobs but also jobs that are to be created.

 

The skill ecosystem in India, is seeing some great reforms and policy interventions which is reinvigorating and re-energising the country’s workforce today; and is preparing the youth for job and growth opportunities in the international market.

 

The MSDE aims to Skill on a large Scale with Speed and high Standards in order to achieve its vision of a 'Skilled India'.

 

It is aided in these initiatives by its functional arms – National Skill Development Agency (NSDA), National Skill Development Corporation (NSDC), National Skill Development Fund (NSDF) and 33 Sector Skill Councils (SSCs) as well as 187 training partners registered with NSDC. The Ministry also intends to work with the existing network of skill development centres, universities and other alliances in the field. Further, collaborations with relevant Central Ministries, State governments, international organizations, industry and NGOs have been initiated for multi-level engagement and more impactful implementation of skill development efforts.

 

About Skill India initiative

Skill India is an initiative of the Government of India which has been launched to empower the youth of the country with skill sets which make them more employable and more productive in their work environment. Our National Skill Mission is chaired by the Hon’ble Prime Minister, Shri Narendra Modi himself. 

 

India is a country today with 65% of its youth in the working age group. If ever there is a way to reap this demographic advantage, it has to be through skill development of the youth so that they add not only to their personal growth, but to the country’s economic growth as well. 

 

Skill India offers courses across 40 sectors in the country which are aligned to the standards recognised by both, the industry and the government under the National Skill Qualification Framework.

 

The courses help a person focus on practical delivery of work and help him enhance his technical expertise so that he is ready for day one of his job and companies don’t have to invest into training him for his job profile. 

 

The Skill Mission launched by the Prime Minister on 15 July 2015, has gathered tremendous steam under the guidance of Shri Rajiv Pratap Rudy, Union Minister of State for Skill Development and Entrepreneurship, during the last one year.

 

The Hon’ble Prime Minister’s flagship scheme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) alone, has till date seen close to 20 lakh people get skilled and prepared for a new successful India. 

 

National Skill Development Corporation

The National Skill Development Corporation, (NSDC) is a one of its kind, Public Private Partnership in India, under the Ministry of Skill Development & Entrepreneurship.

 

It aims to promote skill development by catalysing creation of large, quality, for-profit vocational institutions. 

 

NSDC provides funding to build scalable, for-profit vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships.

 

NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organisations that provide skill training. It will also develop appropriate models to enhance, support and coordinate private sector initiatives. The differentiated focus for the 21 sectors under NSDC’s purview and its understanding of their viability will make every sector attractive to private investment.

 

National Skill Development Agency

 

The National Skill Development Agency (NSDA) is an autonomous body of Ministry of Skill Development and Entrepreneurship, which will coordinate and harmonize the skill development efforts of the Government and the private sector to achieve the skilling targets of the 12th Plan and beyond and endeavour to bridge the social, regional, gender and economic divide:

  • By ensuring that the skilling needs of the disadvantaged and marginalized groups like SCs, STs, OBCs, minorities, women and differently-abled persons are taken care of through the various skill development programmes and
  • By taking affirmative actions as part of advocacy by the NSDA. The Central Ministries and NSDC will continue to implement schemes in their remit. The NSDA will anchor the National Skills Qualifications Framework (NSQF) and facilitate the setting up of professional certifying bodies in addition to the existing ones.

 

 

Department of Pharmaceutics (DoP)

The Department of Pharmaceuticals was created on the 1st of July in the year 2008 in the Ministry of Chemicals & Fertilizers so as to provide greater focus for the growth of the high potential Pharmaceuticals industry.

 

The department has been given the following mandate for catalysing the growth of the pharma industry in the country

 

  • Drugs and Pharmaceuticals sector development
  • Promotion and co-ordination of basic, applied and other research in areas related to the Pharmaceuticals sector.
  • Development of infrastructure, manpower and skills for the Pharmaceuticals sector and management of related information.
  • Education and training including high end research and grant of fellowships in India and abroad, exchange of information and technical guidance on all matters relating to pharmaceutical sector.
  • Promotion of public - private - partnership in pharmaceutical related areas.
  • International cooperation in pharmaceutical research, including work related to international conferences in related areas in India and abroad.
  • Technical support for dealing with national hazards in pharmaceutical sector.
  • All matters relating to National Pharmaceuticals Pricing Authority including related functions of price control/monitoring.
  • All matters relating to National Institutes for Pharmacy Education and Research.
  • Supporting growth of Central Pharma Public Sector Undertakings - BCPL, HAL, IDPL, KAPL and RDPL.
  • Medical Devices - Industry issues relating to promotion, production and manufacture; excluding those specifically allotted to other Departments.

 

Department of Pharmaceutical is one of the major stakeholder of LSSSDC as LSSSDC caters skill development services to Pharmaceutical Sub Sector.

 

 

Department of Biotechnology

 

The Department of Biotechnology 9DBT) has been headed by several formidable scientists since its birth in 1986. The remarkable march of India into the world of biosciences and technological advances began in 1986. That year, the then Prime Minister of the country, late Rajiv Gandhi accepted the vision that unless India created a separate Department for Biotechnology, within the Ministry of Science and Technology, Government of India the country would not progress to the desired extent. This was because many of our macro-economic issues of growth were subsumed within that science’s development.

That decision has made India one of the first countries to have a separate department for this stream of science and technology.

The department has been given the following mandate for catalysing the growth of the pharma industry in the country

 

  • Promote large scale use of Biotechnology
  • Support R&D and manufacturing in Biology
  • Responsibility for Autonomous Institutions
  • Promote University and Industry Interaction
  • Identify and Set up Centres of Excellence for R&D
  • Integrated Programme for Human Resource Development
  • Serve as Nodal Point for specific International Collaborations
  • Establishment of Infrastructure Facilities to support R&D and production
  • Evolve Bio Safety Guidelines, manufacture and application of cell based vaccines
  • Serve as nodal point for the collection and dissemination of information relating to biotechnology.

 

Department of Biotechnology is one of the major stakeholder of LSSSDC as LSSSDC caters skill development services to Bio-Pharmaceutical Sub Sector.

 

Ministry of AYUSH

 

The Ministry of AYUSH was formed on 9th November' 2014. Earlier it was known as the Department of Indian System of Medicine and Homeopathy (ISM&H) which was created in March 1995 and renamed as Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in November 2003, with a view to provide focused attention for the development of Education and Research in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy.

Objectives:

  • To upgrade the educational standards of Indian Systems of Medicines and Homoeopathy colleges in the country.
  • To strengthen existing research institutions and to ensure a time-bound research programme on identified diseases for which these systems have an effective treatment.
  • To draw up schemes for promotion, cultivation and regeneration of medicinal plants used in these systems.
  • To evolve Pharmacopoeial standards for Indian Systems of Medicine and Homoeopathy drugs.

 

Ministry of AYUSH is also one among the major stakeholder of LSSSDC as LSSSDC caters skill development services to Pharmaceutical Sub Sector which includes AYUSH as Industry segment.
